The communities minister, Don Foster, has hinted that George Osborne, Chancellor of the Exchequer, may introduce more flexibility to the current gap on the amount that local authorities can borrow against their housing stock debt.

翻译：

社区大臣Don Foster暗示，财政大臣George Osborne本可能对地方征服住房存量债务的接待数额上限采取更大的灵活度。

一、找出句中的连词：that,that;

二、找出谓语动词：has hinted, may introduce, can borrow;

三、切割从句1：

that local authorities can borrow against their housing stock debt；

从句左边是名词amount，所以从句”that local authorities can borrow against their housing stock debt“在句中作定语成分，所以是定语从句。

定语从句在句中可以直接去掉。

四、切割从句2：

that George Osborne, Chancellor of the Exchequer, may introduce more flexibility to the current gap on the amount；

从句前边是动词has hinted; 所以从句”that George Osborne, Chancellor of the Exchequer, may introduce more flexibility to the current gap on the amount“在句中做宾语成分，所以是宾语从句。

宾语从句一般在句中可以用名词从句代替。
